I have just checked with Ben and the visit on Wednesday is just for design code – the work on site selection is clearly not ready for visits yet and some information is to come from SDC.

Dear Sir/Madam

You are receiving this email as you are listed as a contact for a Parish or Town Council in Stratford-on-Avon District on the Warwickshire Association of Local Councils (WALC) contact database. The Ministry of Housing, Communities and Local Government is currently consulting on changes to the National Planning Policy Framework (NPPF). The policies set out in the NPPF apply to the preparation of local and neighbourhood plans and to decisions on planning applications.

 

The proposals include changes to the ‘standard method’ for assessing housing requirements. The proposed method involves setting baselines based on existing housing stock levels. This baseline would then be increased in proportion to data on price pressures. In the proposed model greater weighting is given to affordability than previous versions. The proposals also include the removal of the 35% ‘urban uplift’ which increased targets for Local Planning Authorities with the highest populations.

 

The impact of the proposed approach would be to significantly increase the number of dwellings required per year in South Warwickshire. The proposed standard method would require 1,098 dwellings in Stratford-on-Avon District and 1,080 dwellings in Warwick District – a total housing need figure of 2,178 dwellings per year.

 

The proposed revisions to the NPPF will require Local Planning Authorities to review their Green Belt boundaries if they cannot meet their housing, commercial or other development needs outside of the Green Belt. The revisions to the NPPF also propose the introduction of a new category of land to be known as ‘Grey Belt’. This category will cover previously developed land in the Green Belt and other areas of land that makes ‘limited contribution’ to the Green Belt. The purpose of this is to identify land within the current Green Belt which has high sustainable development potential. This would include land that does:

 

  1. Not strongly perform against any Green Belt purposes; and
  2. Have at least one of the following features:
    1. Land containing substantial built development or which is fully enclosed by built form
    2. Land which makes no or very little contribution to preventing neighbouring towns from merging into one another
    3. Land which is dominated by urban land uses, including physical developments
    4. Land which contributes little to preserving the setting and special character of historic towns

 

Stratford-on-Avon District Council will be submitting a joint response to the consultation with Warwick District Council. We will share this with you in due course but please note that this will be after the consultation closes. If you wish to submit comments you can do so via the gov.uk website. The consultation closes at 11.45pm on Tuesday 24 September 2024.

The following summary of the Consultation listing proposed revisions by HM Governent, to the NPPF, authored by Mr. Richard Clark, a Henley resident, were presented to the assembly at the JPC Ordinary Meeting, held on Monday the 2nd of September 2024, indicating the potential impact on our community.

This presents the issues that must be addressed by the Advisory Panel in their taks in reforming and amending the ‘made’ version of the plan going forward.

Following a call for members to join the panel which was published earlier last month, the JPC are pleased to announce the formation of the Sitting Members and Working Party Members, drawn from the community.

The JPC will be represented by Cllr Andrews, Chair, Cllrs McCaskie, Rouse, Tomlinson and Broadbent. The administration for this new body of advisors to the JPC will be provided by Ray Evans, Clerk to the JPC.

The second meeting of the Advisory Panel [AP] will be convened at 7.00pm, prompt, Tuesday the 10th of September at the Henley Railway Station, Station Road.

Gary Kirk’s presentation highlighted the fact that funding is available to cover the costs of professional support agencies such as AECOM who will deliver specific advice and guidance on such issues as Housing Needs Assessment, a Design Guide and Residential and Economic Site Options appraisals. A meeting with AECOM online took place on the 13th last and we now await further contact with them the outcomes of which which will determine the content of the Panel meetings coming along.

THE VISION

In these pages you will find all you need to know about the revisions, additions and the construction of the finalised Henley Neighbourhood Plan, hereinafter named NDP2, by way of the formation of Henley’s Advisory Panel.

These postings, in chronological order, will hopefully illustrate progress in a clear manner and eventually the content will be referenced in the final version of the NDP2 and it’s successors.

There are of course many obstacles to overcome and much of the work coming up will be amended and adjusted as appropriate by the changes in law at national and local level.

Agendas and Minutes as well as important supporting documentation will be listed as an ongoing archive serving to update those who are unable to attend the relevant meetings.

We begin the journey with an abbreviated image of the existing NDP1 highlighting the major aspects of the plan which will be debated at the ensuing meetings, along with recommendations put forward by the NDP2 Advisory Panel for implementation by the JPC.

On the 29th of July 2024, mr. Gary Kirk, YourLocale, made a presentation at the first NDP2 Advisory Panel Meeting, a comprehensive explanation of the importance of a settlement taking legal steps to protect it’s community from unwanted or errant development.
